We are looking for someone to build a private version of elance or scriptlance for our organisation of over 2000 staff. we need our managers to be able to post internal work packages, and our staff to be able to "bid" in terms of time estimated and proposed approach (rather than just a dollar amount). we're a java house so java would be preferred.
